October 15, 2025, update: Union County paving of Glenside Ave will take place on Thursday 10/16 and Friday 10/17 between approx. 7AM - 4PM. Project details available here.
October 9, 2025, update: Director of Engineering and Public Works Aaron Schrager presented a road work update at the Tuesday, October 7, Common Council meeting. His report included the following information from Union County:
Union County will be paving Glenside Ave in the coming weeks as part of the county’s annual road paving program. Once the start date is finalized it will be shared on the city website and social media pages. Maps of the project plans are currently available on the county website.
Park Line Phase III - Morris Avenue to Russell Place

- Continuation of the trail from Morris Avenue up to Russell Place.
- Beautification of the existing trail.

Update 9/11/25: Project plans have been finalized, and a resolution will be voted on at the September 16, 2025, Council Meeting to authorize the bidding of this project.
Update 2/25/25: The resident meeting will be held from 5PM to 7PM on Wednesday, March 12, in the Council Chamber at City Hall. Engineering staff members will be available to answer questions and receive comments on the latest proposed concept plan, which is available for viewing at the link above.
Update 11/11/24: The resident meeting will be held from 4PM to 7PM on Wednesday, November 13, in Council Chamber at City Hall. Engineering staff members will be available to answer questions and receive comments on the project.
Update 10/30/24: The resident meeting has been rescheduled to Wednesday, November 13, from 4PM to 6PM. The meeting will be held at Summit City Hall in Council Chamber for feedback on the proposed concept plan.
Update 10/28/24: The resident meeting has been postponed to mid-November. New meeting date will be posted here when finalized.
Update 10/22/24: A resident meeting will be held at Summit City Hall in the Council Chamber for feedback on the proposed concept plan (see link above). The meeting will be on Wednesday, November 13th, from 4PM to 6PM. Engineering staff members will be available to answer questions and receive comments on the project.
Update 9/25/25: The plans have been finalized and are awaiting approval from NJDOT (New Jersey Department of Transportation) & SCD (Somerset-Union County Soil Conservation District). You may view these plans at the link above.
Lorraine Road, Lorraine Place, Sherman Avenue Improvement Project

- Lorraine Road, Lorraine Place, and Sherman Avenue have been included in our Capital Improvement Plan and budgeted for improvements. The street is due for upgrades to drainage infrastructure, ADA compliance, and ultimately the milling & paving of the roadway.

Tulip Street Improvement Project, Section 2

Ashland Road Sidewalk Project

- Per the "Sidewalk Installation & Maintenance Plan" which was approved by City Council on October 15th, 2019, the City is proposing new sidewalk along Ashland Road.
- Limits are from Stacie Court to Silver Lake Drive with a small portion of Linda Lane to add a crossing over Ashland Road.
- The plans propose new sidewalk compliant with ADA standards.

Springfield Avenue Sidewalk Project

Glenside Avenue Sidewalk Project

Division Avenue Improvement Project

- Limits: The entire length of Division Avenue (Stony Hill Court will also be paved as an alternate budget permitting)
- Scope: Mill & Pave entire length of roadway, upgrade drainage structures, inspect and repair sewers, improved pedestrian crossings, pavement striping throughout, and repairs to granite block curbing.
- Start: Fall 2023 (subject to contractor availability and weather)
- End: December 2023 (milling and paving to be completed by Spring 2024 if weather conditions do not support paving in 2023)
- Emergency vehicles will have access at all times, and Summit Police officers will be onsite to direct traffic and assist with local access on affected streets. Written notifications will be delivered by the contractor to all affected property owners.
- During project work, residents should park on neighboring side streets. If it is necessary to leave cars on the street overnight, please submit a request to the Summit Police Department online to avoid being ticketed.
- Update 9/25/2023 - The project has been awarded to the lowest responsible bidder in accordance with State regulations. A pre-construction meeting is to be held with between the contractor, the City of Summit, and the Borough of New Providence. Subject to contractors' availability.
- Update 11/7/2023 - Pre-construction meeting was held on 10/13/2023. Start date subject to contractor availability. Residents to be notified once a start date is determined.
- Update 3/18/2024 - Construction scheduled to resume late March or early April 2024.
- Update 4/2/2024 - Construction on Division Avenue is expected to begin on or about Thursday, April 4. Project work will include upgrades to drains and crosswalks, sewer and curbing repairs, and milling and paving of the roadway. Work will be done Monday through Friday between the hours of 8AM and 5PM. Road closures and detours will be in effect during project work and police will be onsite to direct traffic. During milling and paving operations, the road will be fully closed and residents will be asked to park on neighboring side streets. The contractor will notify residents in the affected area prior to the start of milling and paving.
- Update 4/5/2024 - Due to inclement weather, the start date has been postponed to on or about Monday, April 8th.
- Update 4/9/2024 - Due to contractor availability, the start date has been postponed to on or about Monday, April 15th.
- Update 5/13/24 - Milling operations have begun and are expected to continue through tomorrow, Tuesday, May 14, weather permitting. At this time the contractor is also performing additional repairs and inspections that need to be completed before paving operations can begin. Paving is expected to begin at the end of this week or at the beginning of next week. During milling and paving operations, the road will be fully closed and residents are asked to park on neighboring side streets. Police will be onsite to direct traffic. The contractor will notify affected residents prior to the start of paving.
- Update 5/21/24 - Critical repairs to the sewer system were identified and need to be completed before final paving. Contractor will be mobilizing the necessary crew and equipment for this work to begin work on or about Thursday, May 23rd. Final paving to follow.
- Update 5/22/24 - Stony Hill Court has been rolled to compact the road stone. Paving of Stony Hill Court is scheduled for on or about Tuesday, May 28th, weather permitting. Please refer to "Update 5/21/24" regarding ongoing sewer repair work on Division Avenue.
- Update 5/23/24 - Critical sewer repairs are scheduled for May 23rd through 28th, weather permitting. Division Avenue paving is tentatively scheduled for May 29th and 30th, weather permitting.
- Update 5/28/24 - Paving operations on Division Avenue are scheduled for Wednesday, May 29, and Thursday, May 30, weather permitting. Work will begin on May 29 on Division Avenue at Old Springfield Avenue and move towards Ashland Road. Stony Hill Court and the remainder of Division Avenue will be paved on May 30. Work will be performed between the hours of 8AM and 5PM. The road will be fully closed during paving operations and for a couple hours after to allow the pavement to cure; residents are asked to park on neighboring side streets. Police will be onsite to direct traffic.
- Update 6/3/24 - Paving has been completed. Contractor to install signage and address minor punch list items.
- Update 9/18/24: All major work has been completed with minor punch list items remaining. Please report any deficiencies to the Engineering Division at 908-273-6404.
Michigan Avenue Improvement Project

Mount Vernon Avenue & Kent Place Boulevard Improvement Project

- Scope: Install a new sidewalk along the northerly side of Kent Place Boulevard and Mount Vernon Avenue. Drainage upgrades and full milling and paving of the streets.
- Limits: Along the northerly side of Kent Place Boulevard & Mount Vernon Avenue between Passaic Avenue and the Mount Vernon Avenue bridge.

Summit Golf Course - Footbridges Project

Ridgedale Avenue & Colonial Road Improvement Project

- Limits: Full length
- Scope: Inspection and repair of storm and sanitary sewers, installation of granite block curb, repair of existing granite block curb and milling and paving of both roads.
- Start: November 2023
- End: N/A
- Update 11/10/2023: Work scheduled to begin on or about Monday, November 13th with concrete work, including curbing, on Colonial Road.
- Update 12/14/2023: Work scheduled to continue on Colonial Road starting Monday, December 18th with drainage work, with milling set to commence on Tuesday, December 19th and paving on Wednesday, December 20th. Work is subject to weather conditions as well as staff and contractor availability. Police will be on-site to assist with traffic during project work. Residents should park on neighboring side streets during milling and paving operations when the road is fully closed. Work will be performed between the hours of 8:00 AM & 5:00 PM.
- Update 12/21/2023: Milling has been rescheduled to Wednesday, December, 20, and paving has been rescheduled to Friday, December 22, weather permitting.
- Update 1/25/2024: Colonial Road has been paved. Final restoration of grassed areas will occur in the Spring. Concrete work on Ridgedale Avenue will resume in early Spring.
- Update 3/8/24: Construction work on Ridgedale Avenue between Baltusrol Road and Pearl Street will resume on or about Tuesday, March 12, and continue for approximately two weeks, ending on or about Tuesday, March 26, weather permitting. Project work will include the installation of granite block curbing and milling and paving of the roadway. Work will be completed Monday through Friday between the hours of 8AM and 5PM. Road closures and detours will be in effect during project work and police will be onsite to direct traffic. During milling and paving operations, the road will be fully closed and residents will be asked to park on neighboring side streets. The contractor will notify residents in the affected area prior to the start of milling and paving.

- Update 5/29/24: Work on Ridgedale Avenue is scheduled to resume on or about Tuesday, June 4th, weather permitting and pending utility mark-outs. Critical sewer repairs will be made immediately followed by milling and paving operations. Sewer repairs are expected to take 5 days to complete with an additional 3 days for milling and paving. Contractor will distribute resident notices prior to milling and paving.
- Update 6/3/24 - Sewer repairs will be made on Thursday June 6th and Friday June 7th, weather permitting. Milling and paving operations are scheduled to begin on or about Monday, June 10th, weather permitting. The contractor will also be distributing door hangers prior to milling and paving. Police will be on-site to assist with traffic. Residents should park on neighboring side streets in anticipation of milling and paving. The road will be closed during active milling and paving as well as a few hours after paving until the pavement has fully cured. Work hours will be 8:00AM – 6:00PM.
- Update 6/10/24 - Contractor is continuing with sewer repairs. Sewer repairs are requiring more time than anticipated due to unforeseen subsurface conditions. An update regarding milling and paving to follow.
- Update 6/17/24 - Milling is now scheduled for Monday, June 24th with paving scheduled for Tuesday, June 25th, weather permitting.
- Update 6/19/24 - Contractor will be seeking to both mill and pave on Monday, June 24th, weather permitting. Residents are advised that the road must remain completely closed for a few hours after paving to allow the surface to properly cure.
- Update 9/18/24: All major work has been completed with minor punch list items remaining. Please report any deficiencies to the Engineering Division at 908-273-6404.

Fall 2025 Milling & Paving
Provided below is a tentative schedule for NJAW milling and paving on several Summit streets in early November 2025. Schedule is weather permitting and subject to change.
The affected roads will be closed during project work and for a few hours after paving is complete to allow the pavement to cure. Detours will be in place and police will be onsite to direct traffic. Residents should abide by all emergency "No Parking" signs.

Director of Engineering and Public Works Aaron Schrager presented a road work update at the Tuesday, October 7, Common Council meeting. His report included the following information regarding NJAW work throughout Summit:
NJAW expects to complete repair work on infrastructure near the northern part of Morris Ave in the coming weeks. Following the completion of this work, paving on the following roads is expected to begin on November 3: Weaver St, Lincoln Ave, Madison Ave, Lowell Ave, Montrose Ave, Lafayette Ave, and Plain St. Click here to see map.
July 29, 2025, update
New Jersey American Water continues their critical water main replacement project in the neighborhoods off Morris Avenue near Washington School. They expect to complete the main installations later this week and will then proceed with service replacement and main tie-ins over the next six weeks. Final paving on affected roads will be scheduled for late fall or early spring depending on the weather.

PSEG work is ongoing throughout Summit and they will begin paving the following roads on October 27: portions of Springfield Ave, Evergreen Rd, Colonial Rd, Madison Ave, Miele Pl, Aubrey St, Lewis Ave, Beekman Rd, Ashland Rd, Pine Ridge Drive, and Baltusrol Pl. Click here to see map.
July 29, 2025, update
PSEG continues their work throughout Summit replacing and upgrading gas mains, followed by the replacement of service connections and final paving. They intend to finish up their work in the neighborhoods off Morris Avenue near Washington School in the next six weeks to coincide with NJAW’s work, in time for final paving this fall. All other ongoing work in the city will be completed by December with final paving in early spring 2026.
