The City Clerk serves as the secretary of the municipal corporation, as the local
election administrator, and as secretary to the governing body, providing a variety
of administrative and community relations services for them. This office receives
and distributes and assigns all correspondence on behalf of the Mayor and Council,
prepares Council Meeting agendas, resolutions, ordinances, and public meeting
minutes and maintains the official city files and records. The Clerk also acts
as general liaison to all volunteer boards.

COUNCIL MEETINGS, AGENDAS AND MINUTES
Summit's Common Council Meetings are scheduled
for 8 PM in Council Chambers on the first floor of City Hall. Regular meetings
are usually the first and third Tuesday of each month, with a few exceptions.
See the City's calendar for monthly meeting dates.
The agenda is available to the public the Friday before each Council Meeting.
There is a charge to have the
agendas mailed or if copies are provided by the clerk's office. Click here for the Agendas and Approved Minutes for the current year. Any other requests please use the OPRA form.

| The City Clerk's office is the "keeper"
of public records. Any individual or firm may request to view or obtain copies
of public records as provided by N.J.S.A. 47:1A-1. Requests for public records
are administered through the City Clerk's office. Anyone requesting copies of
public records must complete an OPRA form. A fee is charged for copies. Some records
are immediately available during normal business hours; while other, more complex
records will require time to compile and might require an additional fee to make
the copies requested, but will normally be available within 7 business days. Click

| A various array of permits are processed
through the Clerk's office. A permit application must be submitted with the corresponding
fees and paperwork to the City Clerk's office for consideration. Many approvals
require council action or State approval. Consideration must be given by the applicant
for timely submittals of applications; 30 days in advance of a council meeting
is usually required. The following forms or instructions are available to print;
however, this does not constitute approval for any permit. Questions on permits

| For the residents of Summit in the County
of Union, the City Clerk presides over local elections. Any questions regarding
elections, polling places, contact the City Clerk's Office at 908-273-6400.

PUBLIC PROPERTY USE
PUBLIC PROPERTY USE

Non-profit organizations may utilize public property for civic or fundraising
purposes; however, they must obtain approval from the City Clerk's Office. The
city has formed a Property Use Committee which is comprised of various affected
city departments to review the application to ensure public safety. A minimum
of 30 days in advance of the event is required.
There are many requirements associated with an application for Property Use.

HOLD HARMLESS AGREEMENT
HOLD HARMLESS AGREEMENT
| Non-profit organizations may utilize public
property for civic or fundraising purposes including conference rooms located
at City Hall. A hold harmless agreement is required for property use applications
as well as the required insurance coverage. Only in the use of City Hall conference
rooms where the applicant is unable to provide insurance coverage to the City
of Summit, the City will accept a Hold Harmless Agreement. Click here
